We could stop importing oil from the Middle East today if we wanted to.

So pretty much, we buy oil from Friendly Nation-istan. Europe, which was buying from Friendly Nation-istan, now has to buy from Saudi Arabia. Since oil is a global commodity, that means that Saudi Arabia gets the same amount of money, the... oil tankers just head for a different port.

The only way to throttle the flow of cash to the terror-magnates is to find alternative fuel sources. Reduce the demand, and we can pick-and-choose who gets to sell oil. Otherwise, we're just playing games, pretending that we're making a difference.

Candidates take legal action | WAVY.com | Portsmouth

PORTSMOUTH, Va. (WAVY) - Two Portsmouth City Council candidates are taking legal action against the city regarding a ballot deadline.

Former councilwoman Elizabeth Psimas and Paul Smith filed paperwork seeking to reverse an electoral board decision that's keeping them off the ballot because of mix-up over the filing deadline.

Both candidates filed to run before June 12 because state and local officials advertised that day as the deadline. The city charter was revised last year, and it stated the deadline was one week earlier.

"At the end of the day, what keeps us as Americans, is the ability to vote for the people who deserve to lead our city, lead our communities," one of two attorneys representing the candidates Steve Heretick said. "We think that everyone should have an equal right to follow the same law and file for candidacy."

The two candidates are hoping to get on the Nov. 6 ballot by forcing the City to reverse their decision not to allow them to run.

Sky-divers drop from blimp to demo Google Glass eyewear

19 hrs.

Google co-founder?Sergey Brin turned up at the I/O keynote in San Francisco Wednesday, and revealed that a trio of basejumpers were hanging out in a blimp overhead. Brin's instructions: Jump out of the airship, land on the roof of the Moscone Center, and deliver a box containing a pair of the augmented-reality?glasses.?

Because this didn't seem complicated enough, Brin asked for mountaineers to rappel down the walls of the center, then hand off the package to cyclists, who rode into the auditorium, as you can see in the video released late Wednesday:

It was a pretty crazy stunt, though one that didn't reveal much about Google Glass except that it stays on during extreme sports, will come in a variety of styles, and weighs less than a standard pair of sunglasses.

It was also revealed that Google will allow attendees of this week's conference to pre-order a version of Google Glass for $1,500. This model will be a rough edition, not the final product, and is intended for serious developers only.

Florida-based insurers report 40 percent rise in profits: Will consumers benefit?

KevinMcCarty.jpgFlorida-based home insurers, which have 60 percent of the state's policies, reported a net income of nearly $78.7 million in the first quarter, up 40 percent from the first quarter of 2011, according to Florida Insurance Commissioner Kevin McCarty.

If the trend continues, will insurers "share the wealth" with consumers either by bolstering claims-paying reserves or by lowering some premiums?

Many will beef up their reserves, insurance experts say, but it's unclear whether they'll decrease rates based on a year or two of healthy profits. If the market improves in the long-term, that could spur competition among insurers for policies and help lower rates in years to come.

"The numbers often look good for an individual year ? or years ? without a hurricane...Good years help build the resources to handle the big losses," said Lynne McChristian, a spokeswoman for the Insurance Information Institute, an industry group.

Nationally, private U.S. property and casualty insurers? net income after taxes for the first quarter rose nearly 30 percent to $10.1 billion from $7.8 billion in first-quarter 2011, according to a report Wednesday from ISO and the Property Casualty Insurers Association of America. The increase was largely due to lower costs for catastrophe claims.

The Florida-based insurers reported an underwriting gain, or when premiums outpace claims and other expenses, of $39.4 million, up 314 percent from $9.5 million last year, McCarty reported Tuesday at a Florida Cabinet meeting.

McCarty said there?s record interest in Florida this year from reinsurers, which sell catastrophe insurance to insurers. Up to 20 reinsurance companies in Bermuda and London want to increase how much catastrophe backup coverage they sell to Florida insurers.

Citizens Property Insurance President Barry Gilway also had some good news: the state-run insurer has downsized, shedding 80,288 policies representing $20 billion in risk so far this year.

Student Loan Deal Reached, Senate Leaders Say

Student Loan Deal

Senate Majority Leader Harry Reid of Nevada and Senate Republican leader Mitch McConnell of Kentucky told reporters Tuesday that they have worked out an agreement between themselves.

WASHINGTON -- Senate leaders of both parties say they've reached a deal to prevent interest rates on millions of student loans from doubling beginning on Sunday. But House Speaker John Boehner (BAY'-nur) has yet to decide whether the pact will be agreeable to the Republican-run House.

Senate Majority Leader Harry Reid of Nevada and Senate Republican leader Mitch McConnell of Kentucky told reporters Tuesday that they have worked out an agreement between themselves.

Boehner spokesman Michael Steel says the Ohio Republican will examine the pact.

Senate aides say the agreement would keep interest rates for subsidized Stafford loans at 3.4 percent for another year. The $6 billion cost would be financed by making it more expensive for companies to get federal insurance for their pensions and reducing federal subsidies for Stafford loans.

Visiting the Grand Canyon? Try a South Rim Helicopter Tour!

Grand Canyon National Park is an amazing destination to pay a visit to. Yet it's a huge landscape, and you'll have to really pick your shots in case you plan to experience it in its entirety. One of the best methods I know to get the job done is to take a South Rim heli tour. These types of journeys allow you to easily see in less than an hour what would require days on the ground. That's quite remarkable. As is the choice of air tours. Let's see if we can find you one that best suits your needs.

Lots of people think they can take a heli ride to the base of the South Rim. Not possible. Park air space is strictly controlled. If you want to fly to the base, you need to go to the West Rim, which is located near Las Vegas.

There are two criteria that will help you find the South Rim flight that's for you:

    1. Time. Tours are 30 minutes or 50 minutes. The shorter ones go from South Rim to North Rim and back. The lengthy flights visit the Park's eastern border and then U-turn and follow the North Rim. If you have the budget, go with a longer flight. Believe me, once you're hovering over the chasm, you're going to kick yourself for not tacking on an extra 20 minutes.

    2. Aircraft. Choices include the AStar or the EcoStar 130. The AStar is flown on the low-cost version of tours whilst the EcoStar is used on the deluxe ones. I recommend upgrading since the EcoStar comes with 25 percent more cabin space and theater-style seats, all of which you'll appreciate as soon as you're up in the wild blue yonder.

All air tours consist of Phantom Ranch, the Colorado River, the Kaibab Plateau and the Dragoon Corridor (the widest, deepest section of the canyon), and also the North Rim. Extended flights feature all of that plus Desert Watchtower, the Zuni Corridor, Imperial Point and the Painted Desert. Returning back to the airstrip, you'll pass historic Grand Canyon Village, the South Rim's business hub and home to the Park's famed lodges.

The airfield is located 10 minutes from the gates of the National Park and 5 minutes from the town of Tusayan. It's nearly impossible to get lost because everything's on one road. Tours do not include free shuttle service. Check-in time is 30 minutes prior to departure. Re-confirm your flight 24 hours in advance. The larger heliport terminals serve up coffee and light snacks in the event you get the munchies.

If you plan to fly the South Rim, you've got to reserve your flight a minimum of three days in advance. A week in advance is even better. Five million travelers visit the Grand Canyon each year, and you can bet that a good percentage of these individuals are choosing a helicopter tour. Don't be left behind. RSVP.

Canyon chopper above the South Rim are an amazing experience. Making them much more attractive is just how much canyon you see. The Park is among the largest in the U.S, and the best way to see as much of this natural wonder as possible is to take an air tour. Bear in mind that you need to book online big savings. Having done that, it's time to sit back and enjoy one of the world's most rewarding sightseeing adventures.

South Rim helicopter tours are here! Kindly visit this page for all the information you need to book these flights: http://www.grandcanyonhelicoptertourreviews.com/grand-canyon-south-rim-helicopters-compared.html

Ed Sheeran Breaks Down One Direction, Taylor Swift Collaborations

British singer/songwriter says he was surprised by 'how cool' Swift is.
    By Jocelyn Vena

    One Direction
    Photo:

If you still don't know who 21-year-old British singer/songwriter Ed Sheeran is, then you might want to bone up. The folkie up-and-comer is already being embraced by some of the biggest pop acts on the planet as he launches a full-on U.S. invasion of his own.

Having already worked with the boys of One Direction on their album Up All Night, he revealed he's going to work with the guys again later this summer as they prep their sophomore release.

"I wrote a couple of songs when I was 17 that One Direction want for their next album," he said, via Perez Hilton. "I'm going into the studio in August to produce the tracks for them."

In addition to working with the British boy banders, he also recently hit the studio with Taylor Swift, as she prepares her follow-up to Speak Now, her smash 2010 release.

"It's such a pleasure to have people like her in the music industry — she has the talent and is so down to earth, head and shoulders," he told Pop Crush, adding that he was surprised by "just how cool she was."

He went on to say that he was taken aback by her maturity when they hit the studio together. "I've never really met acts like [her]. You meet people like Elton [John] who have been in the game for 30-40 years who are wise and old and been at it for a long time — and Taylor's been in it for six years and she's 22," he explained. "And you hear horror stories about younger musicians who kind of go a bit off the rails, but she's so together and so kind of professional and knows what she wants, but ... isn't too harsh — she's just a really sweet gentle person — so yeah, that's what surprised me, is that she was sound."

Sheeran recently dropped his own debut album, +, Stateside, where he landed at #5 on the Billboard Hot 200 chart.

NY club liquor license suspended after celeb brawl

NEW YORK (AP) ? A New York City nightclub that was the site of a bottle-hurling brawl after a dispute between the entourages of singers Drake and Chris Brown has had its liquor license suspended.

The State Liquor Authority suspended the license of W.i.P. and its adjacent Greenhouse during an emergency meeting Tuesday night.

Agency Chairman Dennis Rosen tells the Daily News (http://nydn.us/Or3jvQ ) that the authority "would not tolerate violent bars that break the law."

The company that runs Greenhouse sued the city Monday for shutting it down, saying it was losing $264,000 a week.

Police shuttered Greenhouse on June 16, citing code violations. Two days earlier, R&B singer Chris Brown and members of rapper Drake's entourage faced off in W.i.P. Brown and NBA star Tony Parker were among those injured.

This time around, Utah?s other US senator ? six-term incumbent Orrin Hatch ? got the same kind of scare. State Senator?Dan Liljenquist ? another tea party favorite ? forced Hatch into a primary election to be held this Tuesday, Hatch?s first primary challenge since he began his political career in 1976.

So is Orrin Hatch fated to receive the same kind of rough tea party treatment as Bob Bennett (or, more recently, Richard Lugar in Indiana) ? relegated to retirement or life as a lobbyist?

    It seems unlikely.

Hatch has spent some $10 million on his re-election bid (more than 10 times his opponent). He agreed to only one radio debate with Mr. Liljenquist who ? 40 years younger than Hatch ? is a literal as well as figurative fresh face and might have been seen as such on TV. He emphasizes his conservative credentials (a 90 percent lifetime rating by the American Conservative Union), and he doesn?t mention his friendly relationship with the late Sen. Ted Kennedy or the legislation they worked on together.

How much do you know about the Tea Party? A quiz.

Still, tea party activists and organizations have Hatch in their political gunsights.

When Liljenquist announced his candidacy in January, Matt Kibbe, president of tea party powerhouse FreedomWorks, had this to say: ?Senator Orrin Hatch is a 36-year incumbent who has consistently abandoned limited government principles, authored legislation with liberal Democrats, and voted to expand the size of the federal government.?

?Between his vote to create the Department of Education in 1979, to his vote for the TARP bailout in 2008, Hatch has consistently voted to expand government beyond its Constitutional limitations,? Kibbe said. ?At the end of the day, our Utah activists have been asking us: Why settle for an Orrin Hatch, when you can have another Mike Lee??

That kind of thing rankles Hatch, who calls FreedomWorks ?the sleaziest bunch I?ve ever seen in my life.??That was at the lone pre-primary debate 10 days ago.

Hatch plays up his experience and seniority, which Liljenquist says is the problem.

?Do you consider yourself responsible in any way for the national debt that has exploded in your time in Washington?? he asked Hatch during their radio encounter.

?That is fiscal child abuse and that?s what?s happened in this Congress under your watch as you?ve voted over and over to raise the debt ceiling,? Liljenquist said. ?That is a tax increase, that you?ve deferred on a whole generation of Americans.?

The normally unflappable Hatch flapped at that. ?Apparently I?m responsible for everything that?s wrong in the federal government,? he said. ?That?s total BS and everybody knows it.?
    ?
Going into Tuesday?s primary election, Hatch appears to have the clear advantage despite Liljenquist?s and the tea party?s efforts. He?s way ahead in the polls ? 60-32 percent, according to a new Deseret News/KSL-TV poll. And he has the endorsement of presumptive Republican presidential nominee Mitt Romney and ? perhaps even more valuable ? the blessing of Sarah Palin.

?Republican voters aren't quite ready to turn the old war horse out to pasture,? Republican political consultant and lobbyist LaVarr Webb told the Deseret News in Salt Lake City. ?A Hatch win means that it's safe, once again, to be a mainstream Republican in Utah.?

Still, one thing is certain, Wall Street Journal editorial board member Steven Moore wrote the other day: ?Every incumbent Republican senator will be watching Utah with fear and trepidation on Tuesday. Elections like this keep Republicans from straying too far away from the limited-government principles that GOP voters are demanding.?

    Report: 'Hangover' star Galifianakis engaged

    By Courtney Hazlett

"Hangover" star Zach Galifianakis is reportedly off the market, according to Celebuzz, which obtained a copy of a wedding invite for the Aug. 11 nuptials to his longtime girlfriend Quinn Lundberg.

    Mario Anzuoni / Reuters

According to the site, the invites have the standard formalities, including the full names of both bride and groom: Zachary Knight Galifianakis and Mary Quinn Lundberg. But the invites weren't all business; they "included a drawing of himself and his bride-to-be. He made sure he looked like a little troll, while Quinn was a stunning tall blonde princess," Celebuzz reports.

There's no word on when exactly the couple engaged, which is not surprising considering the level of privacy Galifianakis and his girlfriend have aspired to achieve. The couple live far from Hollywood on a farm in North Carolina (referred to as "Farmageddon," in GQ). "We put some barriers up," Zach says. "We're too connected, normally. I mean, I can't believe these comics who, like, Twitter their every thought," he told the magazine.

As for wedding gifts, the couple is not going the Kardashian route, and establishing a registry for more than a hundred thousand dollars in gifts. Instead, Celebuzz reports that "the couple has asked guests to donate to the non-government organization (NGO) Growing Voices, which Lundberg co-founded."

No word on whether there will be a bachelor party.

    Tortoise Lonesome George is dead

Lonesome George, a giant tortoise, was believed to be the last of his subspecies

Staff at the Galapagos National Park in Ecuador say Lonesome George, a giant tortoise believed to be the last of its subspecies, has died.

Scientists estimate he was about 100 years old.

Park officials said they would carry out a post-mortem to determine the cause of his death.

With no offspring and no known individuals from his subspecies left, Lonesome George became known as the rarest creature in the world.

For decades, environmentalists unsuccessfully tried to get the Pinta Island tortoise to reproduce with females from a similar subspecies on the Galapagos Islands.

Park officials said the tortoise was found dead in his corral by his keeper of 40 years, Fausto Llerena.

While his exact age was not known, Lonesome George was estimated to be about 100, which made him a young adult as the subspecies can live up to an age of 200.

    Galapagos icon

Lonesome George was first seen by a Hungarian scientist on the Galapagos island of Pinta in 1972.

Environmentalists had believed his subspecies (Chelonoidis nigra abingdoni) had become extinct.

Lonesome George became part of the Galapagos National Park breeding programme.

After 15 years of living with a female tortoise from the nearby Wolf volcano, Lonesome George did mate, but the eggs were infertile.

He also shared his corral with female tortoises from Espanola island, which are genetically closer to him than those from Wolf volcano, but Lonesome George failed to mate with them.

He became a symbol of the Galapagos Islands, which attract some 180,000 visitors a year.

    Hunted to extinction

Galapagos National Park officials said that with George's death, the Pinta tortoise subspecies has become extinct.

They said his body would probably be embalmed to conserve him for future generations.

Tortoises were plentiful on the Galapagos islands until the late 19th century, but were later hunted for their meat by sailors and fishermen to the point of extinction.

Their habitat furthermore suffered when goats were introduced from the mainland.

The differences in appearance between tortoises from different Galapagos islands were among the features which helped the British naturalist Charles Darwin formulate his theory of evolution.

Some 20,000 giant tortoises of other subspecies still live on the Galapagos.

Average Feature Film Length ? Independent Filmmaking Tips For ...

If you are just starting out to create your feature film you may have a lot of questions. Filmmakers tend to approach making a film in many different ways. Some of them use a script or a book, while others may just go with an idea off the top of their head. The question may come up regarding how long the average feature film length should be. A better question is how many pages of script is needed to make your film the length that you want it to be.

There is no exact answer as to how long your film should be. You may have a very short script of maybe 5 ? 10 pages. On the other hand your script may be 100 pages long. Then your film length will vary depending on the changes made during the film process itself.

To help determine the length of your feature film you can use the industry average: 30 seconds of footage per page of script. Keep in mind that that is a rough guess considering that long extensive spoken lines will take longer to do that shorter or fewer spoken lines. This is something to remember if you want your film length to be a specific amount of time when completed.

If you have made any films before you will already know that there is a lot of editing to be do. Changing the layout can certainly change the time frame of the film. When you shoot 60 minutes of footage it may actually end up being closer to 30 ? 40 minutes of feature film.

The biggest problem most filmmakers face with their scrips is making sure that they have enough detail to create enough footage. It takes approximately 30 pages of script to make a 15 minute production. And then, if you edit out certain areas you will need to lengthen your script to meet your goal of a 15 minute film.

When you have a team of writers, or even just one, the task of editing the script is made much easier. Your job as filmmaker would include reading the script over and making notes about it which will help the writers to expand the story in the areas you want more details or information.

If you are one of the lucky ones who has the creative knack of expanding out a script as you go then the actual length of the script is not all that important. Certainly quite a few filmmakers have taken a short script and made it into an extensive feature film. Experience definitely helps a filmmaker fine tune a script and the longer you?ve been doing it, the easier it is to flesh out a script. the main ingredient to succeeding is having a good script to begin with that is creative and has plenty of detail. This can help you get a grasp of how long your feature film length will be and make the whole creation process more enjoyable.

One dead as powerful typhoon cuts across Japan

One man was killed as a powerful typhoon bringing heavy rain and strong winds cut across Japan's main island Honshu overnight Tuesday to Wednesday, the weather agency and national media said.

Some fifty people were injured and over 400 flights were cancelled, while road and rail transport was badly affected.

Authorities issued evacuation orders for more than 150,000 people in central, eastern and northeastern Japan, Kyodo News said, with warnings of dangerous landslides from the heavy rain.

In Shizuoka province in the southeast, one man died after a shed collapsed over him, while 52 people were injured in some fifteen provinces, the national broadcaster NHK said at 4:00 am (1900 GMT Tuesday).

As typhoon Guchol -- "turmeric" in a Micronesian language -- crossed north of Tokyo overnight Tuesday, winds of up to 125 kilometres (78 miles) per hour were recorded.

By Wednesday at 5:30 am (2030 GMT Tuesday), the strongest winds had died down in the capital and the situation was progressively improving in the northeast.

The typhoon -- the first tropical storm to make a landfall on Japan this year, and the first since 2004 to do so as early as June -- was now several dozen kilometres from the coast of Sendai.

Airlines have cancelled 452 domestic and international flights so far, affecting 35,000 passengers, while travel on regional and high-speed trains has been hit with delays and cancellations, and some roads have also been closed.

A fifth typhoon, named Talim, is following a different path in the South China Sea but is also expected to reach the Japanese archipelago on Friday.

    Keeper 5.0 (for Android)

Keeper 5.0 for Android (Free, $9.99 for premium) is a one trick pony, but that trick is decent. Using military-grade (AES-128) encryption, the free version of Keeper locally stores all your usernames and passwords, and lets you easily copy and paste this data into form fields when you launch websites through a dedicated mobile browser. Keeper for Android also syncs with a rather limited desktop client which we haven't reviewed.

But to do anything more with Keeper will cost you. For $9.99 a year, you can store your vault in Keeper's cloud server and sync your vault across more than one device. Editors' Choice password managers LastPass Password Manager Premium (3 stars, free with $12 Premium account)?and Dashlane (free) sync to an unlimited number of devices,?plus offer form fillers if you want to store anything other than usernames and passwords. However newbie Dashlane only offers an iPhone app for now; Android support is expected this July.?

    Easy Start
To start, simply enter an email address and master password. From there, you can either add records from within the app or from Keeper's desktop client (which I always find easier with the keyboard and bigger screen). By default, templates only offer four entry fields: username, password, URL, and additional notes. You can customize and add form fields, but the app only auto-fills usernames and passwords.

LastPass and Dashlane have secure form fills where you can enter sensitive info like credit card numbers and social security number, for auto-filling. The latter also handle rare complex logins that might require more than two entry fields. Strangely, Keeper displays your passwords in each record. What if a frenemy is looking over your shoulder while you're using the app? Give us an option to hide the password.

Keeper also has a password generator so you can create very strong passwords for new accounts. It's rather inconveniently located next to each entry field, rather than as an option as you sign up for new accounts through your browser. These records begin to fill up your Data Vault, and you can name folders in which to organize all your records.

Keeper only auto-fills passwords when you use its built-in browser, which loads pretty quickly. Tap and hold on the URL to launch it within the app, but not actually log you in. Instead Keeper displays boxes with your username and password at the top of the screen, and you're supposed to tap one to paste it into each entry field. LastPass and Dashlane can auto-complete when you open URLs within their apps, but they also let you copy and paste data to enter into another browser or app login.?

By default, Keeper locks up after two seconds of inactivity. You can adjust this to up to 60 seconds. Keeper also "self-destructs," or wipes out your vault, after five failed login attempts.

    Poor Premium Feature
For $9.99 a year you can back up your vault to Keeper's cloud (for in case you lose your device), sync across iOS, BlackBerry, and desktop, and receive 24/7 help desk support. However, each subscription only works on one operating system, so if you want to sync your accounts across your iPad and Galaxy Nexus that'll cost you $20. LastPass offers free cloud storage and multi-device syncing. Dashlane is also free to use and works on a badge/point-based upgrading system, but unfortunately it won't support Android until July, and BlackBerry isn't in the cards yet. ?

    Not Yet a Keeper
Keeper is a solid app for storing usernames and passwords on a single Android device, but that's about it. It lacks features offered for free by password manager apps LastPass and Dashlane, such as form fillers, complex logins, multi-device syncing, and cloud backup. Keeper does offer one of the more user-friendly interfaces for a mobile password manager, so hopefully it'll add steak to its sizzle.

Report: High oil prices driving the shift away from gas drilling

The oil and gas industry is leaving states like Colorado to invest in oil production in states like Texas and North Dakota, due to the strength of crude oil prices compared to natural gas, according to a new report by Headwaters Economics.

The report was released this week at a news conference in Grand Junction.

Researchers analyzed Colorado's oil and natural gas industry including production volume and value, drilling activity, and the role of energy production in the state's economy.

Headwaters is a nonprofit, independent Montana-based organization that researches issues important to the West, concerning energy, planning, natural resources, tourism, recreation and public lands.

The report found that Colorado's oil and natural gas industry is performing in line with national trends and has recovered a significant share of pre-recession drilling activity, particularly on the Front Range due to the availability of oil and natural gas liquids.

?We looked at six Rocky Mountain states, including Colorado,? research economist Mark Haggerty said. ?The big take-away is all industry activity is driven by price. There's been a big shift between natural gas and oil prices. Oil prices are high so the industry is reducing its investments in natural gas and leaving states for Texas and North Dakota,? where there are proven oil fields.

Researchers looked at both the fossil fuel and renewable energy industries to determine changes that have occurred and how that has affected the economy.

Oil and gas extraction in Colorado accounted for 1 percent of employment in 2010, although the report did not break that statistic down by county. Employment with the industry is more significant in Mesa and Garfield counties.

The report found Colorado has strong competitive advantages in the renewable energy sector, and investment could be important for diversifying the state's economy and energy portfolio. ?Green jobs,? of which renewable energy is a part, accounted for 2 percent of all employment, according to the Brookings Institute.

The report also showed that Colorado's effective tax rate is lower than most energy-producing Western states, meaning Colorado collects less tax revenue than its peers. Colorado will collect $700,000 less from each new well compared to Wyoming, the state with the highest effective tax rate.

Geology, the price of oil and gas, and available technology is what drives industry decisions on where to invest, the report found.

?So we don't see taxes affecting where the industry goes,? Haggerty said.

David Ludlam, executive director of the Western Slope Colorado Oil and Gas Association, disagrees.

?The thrust of the report is the time is right to raise taxes on the industry,? Ludlam said. ?We believe the opposite. All of the industry pays their fair share. We do, and more.?

Colorado not only has a lower tax rate than most of the other Western states, it also ?takes the longest time to collect revenue, with the last revenue coming 13 months after the end of the three-year production period. By comparison, North Dakota and Montana collect revenue within one to four months after the production period ends,? the report states.

Colorado's revenue from resource extraction is more volatile than in other states due to its low tax rate and longer collection lag period, Haggerty said.

?We think that has consequences for communities that need to have [money] to mitigate impacts, and benefit from the resources,? Haggerty said.

Headwaters Economics does not lobby or support legislation.

?Our goal is to promote information and discussion on these important issues,? Haggerty said.
